Reunião dos Altos Representantes do BRICS Responsáveis pela Segurança Nacional

1. O Conselheiro de Segurança Nacional, Shri Ajit Doval, KC sediou a 11ª Reunião dos Altos Representantes do BRICS Responsáveis pela Segurança Nacional por meio de videoconferência na terça-feira, 24 de agosto de 2021.
2. A reunião contou com a presença de General Augusto Heleno Ribeiro Pereira, Ministro de Estado e Chefe do Gabinete de Segurança Institucional da Presidência da República Federativa do Brasil, General Nikolai Patrushev, Secretário do Conselho de Segurança da Federação Russa, Sr. Yang Jiechi, Membro do Bureau Político do Comitê Central do PCC e Diretor, Escritório da Comissão de Relações Exteriores do Comitê Central do PCC, e SE Ncediso Goodenough Kodwa, Vice-Ministro da Segurança do Estado da República da África do Sul.
3. A Índia ocupa a presidência do BRICS neste ano, que coincide com o 15º aniversário do agrupamento do BRICS. A reunião dos Altos Representantes ocorreu antes da Reunião de Cúpula de Líderes das Nações BRICS que a Índia sediará este ano, sob a Presidência do Primeiro Ministro Shri Narendra Modi.
4. As reuniões dos Altos Representantes Responsáveis pela Segurança Nacional surgiram como uma plataforma importante para a troca de opiniões sobre questões políticas e de segurança entre os países do BRICS. A reunião de hoje analisou o cenário político e de segurança regional e global, com referência particular aos desenvolvimentos atuais no Afeganistão, Irã, Ásia Ocidental e Golfo e ameaças emergentes à segurança nacional, como a segurança cibernética. Outros itens da agenda foram a cooperação entre Agências de Aplicação da Lei, Saúde, Segurança e Saúde e Combate ao Terrorismo. A Índia levantou a questão do terrorismo transfronteiriço e das atividades de grupos como o Lashkar-e-Toiba e o Jaish-e-Mohammed, que contam com o apoio do Estado e ameaçam a paz e a segurança.
5. Como seguimento da adoção da Estratégia Antiterrorista do BRICS na 12ª Cúpula dos Líderes do BRICS em 2020, feita por sugestão do Primeiro Ministro Shri Narendra Modi, os Altos Representantes adotaram e recomendaram o Plano de Ação Antiterrorismo do BRICS para consideração pela Cúpula do BRICS. O Plano de Ação visa fortalecer ainda mais os mecanismos existentes de cooperação em áreas como financiamento e combate ao terrorismo, uso indevido da Internet por terroristas, redução da viagem de terroristas, controles de fronteira, proteção de alvos fáceis, compartilhamento de informações, capacitação e regional e cooperação internacional.
6. Foi dada atenção considerável ao risco elevado de crescimento da produção e do tráfico de drogas ilegais na região. Ficou acordado que as agências interessadas nos países do BRICS aumentarão sua cooperação nessa área. Saúde A segurança e a saúde também foram identificadas como áreas prioritárias de cooperação dentro do BRICS, à luz dos novos desafios que emergiram da pandemia COVID-19.
7. Na área de segurança cibernética, acordou-se em fortalecer os esforços conjuntos para aumentar a cooperação por meio do compartilhamento de informações e intercâmbio de melhores práticas, combate aos crimes cibernéticos e capacitação. A Índia já havia sediado um Workshop do BRICS sobre Digital Forensics em agosto de 2021.

Meeting of the BRICS High Representatives Responsible for National Security August 24, 2021
1. National Security Adviser, Shri Ajit Doval, KC hosted the 11th Meeting of the BRICS High Representatives Responsible for National Security through video conferencing on Tuesday, 24 August 2021. 2. The meeting was attended by H.E. General Augusto Heleno Ribeiro Pereira, Minister of State and Head of the Institutional Security Cabinet of the Presidency of the Federative Republic of Brazil, H.E. General Nikolai Patrushev, Secretary of the Security Council of the Russian Federation, H.E. Mr. Yang Jiechi, Member, Political Bureau of the CPC Central Committee and Director, Office of the Foreign Affairs Commission of the CPC Central Committee, and H.E. Ncediso Goodenough Kodwa, Deputy Minister of State Security of the Republic of South Africa. 3. India holds the Chairship of BRICS this year which coincides with the 15th anniversary of the BRICS grouping. The meeting of the High Representatives took place before the Summit Meeting of Leaders of the BRICS Nations that India will host this year, under the Chairship of Prime Minister Shri Narendra Modi. 4. The meetings of the High Representatives Responsible for National Security have emerged as an important platform for exchange of views on political and security issues among BRICS countries. Today’s meeting reviewed the regional and global political and security scenario with particular reference to current developments in Afghanistan, Iran, West Asia and the Gulf and emerging threats to national security, such as Cyber Security. Other items on the agenda were cooperation among Law Enforcement Agencies, Health Safety and Healthcare and Counter Terrorism. India raised the issue of cross-border terrorism and activities of groups such as the Lashkar-e-Toiba and Jaish-e-Mohammed which enjoy State support and threaten peace and security. 5. As a follow up to the adoption of the BRICS Counter Terrorism Strategy at the 12th BRICS Leaders’ Summit in 2020, done at the suggestion of Prime Minister Shri Narendra Modi, the High Representatives adopted and recommended the BRICS Counter Terrorism Action Plan for consideration by the BRICS Summit. The Action Plan aims to further strengthen existing mechanisms of cooperation in areas such as financing and combating terrorism, misuse of the internet by terrorists, curbing the travel of terrorists, border controls, protection of soft targets, information sharing, capacity building, and regional and international cooperation. 6. Considerable attention was paid to the heightened risk of growth of illegal drug production and trafficking in the region. It was agreed that concerned agencies in BRICS countries will enhance their cooperation in this area. Health Safety and healthcare were also identified as a priority area of cooperation within BRICS in the light of new challenges emerging from the COVID-19 pandemic. 7. In the area of Cyber Security, it was agreed to strengthen joint efforts to enhance cooperation by sharing of information and exchange of best practices, combat cyber-crimes and capacity building.
